The moving bar should glide, not stutter. The FPS here is capped by your monitor's refresh rate (a 144 Hz monitor tops out at 144), so a steady number equal to your refresh rate means the browser is keeping up; a number well below it, or a low "lowest seen", means something on the machine is dropping frames. This measures the browser, not a game -- for in-game FPS use the game's own counter.

Why is my FPS stuck at 60 / 144 / 240?
Because the browser can't paint faster than your monitor refreshes. A steady number equal to your refresh rate is the correct, best-case result. If you expected higher, the display is set to a lower refresh rate in the OS -- check the refresh rate test and your display settings.
The number is well below my refresh rate.
Something is dropping frames: other tabs or apps using the GPU, a laptop on battery-saver, or a browser extension. Close other tabs and watch the "lowest seen" figure -- occasional dips are normal, a constant low reading isn't.
Is this my in-game FPS?
No. This is the browser's frame rate, which tells you whether your display and system are delivering smooth frames at all. In-game FPS depends on the game and GPU; use the game's own counter or an overlay for that.
